The defeated keep nothing they are not handed back out of pity. By that standard, exactly one government signed an unconditional surrender this week, and it was not the one in Tehran.
The President says otherwise. Asked by a reporter why the memorandum he digitally signed in Versailles looked nothing like a capitulation, he considered the question and concluded that, well, really, it probably is one.
